It is determined by the Cowboy’s management, league rule, the temperature at game time etc.
I went to the stadium website but I saw nothing about how they determine if the roof is open or not.

Just like the previous match McNabb will be watching the roof from his back AGAIN. And just like last match the Cowboys will dominate the Eagles AGAIN. Wait maybe hes not talking about this year when he says AGAIN, maybe hes talking about sometime prior to this season….well the Boys dominate the overall record 55-44 so I guess his “AGAIN” statement will still hold truth.
It depends if they are in the 1 billion dollar stadium or if they are in Philly.
