this cycle keeps going because it’s a cash cow for the
“performance management” morons.
There was no reason to involve “performance management” morons. Quality could have been held at 1, if that had been desired.
Unfortunately you’re missing the accountability factor.
For example, a system costs $1M. Whoever funded the money wants to know that the system is working properly, even if you know it is.
Just because the system is now required to report its performance doesn’t mean that quality of its main function should be an issue. If performance management affects quality, there’s a problem with the system design, not the fact that statistics are now being generated.
