The Quality management in Dubai Central Laboratory is very good as compared to ESMA when it comes to Quality management as a result many laboratories are not following the strickly the testing standards and just making paper works instead of testing

OK i think Abu Dhabi Municipality has a suggestion complaint form on their website , why don’t you go there and tell them or write paper letter , or even call their number.
abu dhabi and dubai are two separate emirates with 2 separate governments u cant compare them.
